The research analyzes the state of cybersecurity among human rights defenders in Paraguay, focusing on understanding the dynamics of digital tool usage, the internet, and cybersecurity practices.
These defenders play a crucial role in protecting and promoting human rights across various dimensions, serving as key actors in combating injustices and arbitrary actions in different areas. Their work strengthens democratic quality and the safeguarding of rights, yet also places them at risk and vulnerability, particularly regarding their exposure in terms of cybersecurity.
In response to this situation, TEDIC, in collaboration with Fundación Karisma of Colombia and the support of Digital Defenders, conducted this research to gain insights into the current state, risks, weaknesses, threats, and strengths of digital security. The aim is to inform decision-making on protection measures for organizations and human rights defenders.
The research used a mixed quantitative-qualitative methodology, involving a mapping of human rights defenders and a digital security survey conducted with 130 defenders in Paraguay, as well as focus groups and in-depth interviews. These methods provided clearer insights into general perceptions and knowledge about cybersecurity.
